How to join The Environment Exchange (t2e)

To buy and sell PRNs or WENs on t2e you must be a registered market participant.

As a participant, you are under no obligation to trade but you will have instant access to the relevant market and the pricing information contained on www.t2e.co.uk

Once you are a registered participant, you will receive a user name and passcode for this site. This gives you:

• access to the site and grants authorisation to trade.
• the right to use the transaction and settlement or delivery services of t2e.
• the ability if requested to trade interactively.
• the ability to receive transaction confirmation notices by fax and e-mail and have a duplicate sent to an alternate location to assist in settlement.
• regular (normal weekly) market bulletins(by fax or email)giving trade summaries and recent trading prices and if requested additional (daily and monthly) bulletins by e-mail.
• a quarterly report from The Environment Exchange

There is no charge for joining.

To trade PRNs

To join the PRN market, you must be in one of the following categories:

• Compliance Schemes
• Accredited Reprocessors or Exporters registered with either the EA, SEPA or the EHS who are able to issue PRNs/PERNs
• Companies with a legal obligation under the Producer Responsibility Obligation (Packaging Waste) Regulations 1997 (as amended)
• Representatives buying or selling on behalf of any of the above

To trade WENs

To join the WEN market, you must be in one of the following categories:

• Producer Compliance Schemes (PCSs)
• Approved Authorised Treatment Facilities (AATFs) or Exporters (AEs) registered with either the EA, SEPA or the EHS who are eligible to issue WENs
• Designated Collection Facilities that have been approved by the Distributor Takeback Scheme
• Representatives buying or selling on behalf of any of the above

Independent Audits

PRNs

All large accredited reprocessors and exporters, those that issue in excess of 400 tonnes of PRNs or PERNs, require an independent audit to be completed by 28 February annually to demonstrate that the number of PRNs/PERNs that they have issued in the previous calendar year of accreditation (or part year if accreditation was achieved subsequent to 1 January) is consistent with the tonnage of packaging waste received or exported for that calendar year.

WENs

All approved authorised treatment facilities and exporters require an independent audit regardless of their size to be completed by 31 May annually to demonstrate that the number of evidence notes that they have issued in the previous year of accreditation (or part year if approval was given after 1 January) is consistent with the tonnage of WEEE received or exported for that calendar year.

Fees

t2e charge a trading fee of £0.50 per tonne for PRNs or PERNs or WENs with a value of £5.00 or over and £0.25 for PRNs or PERNs or WENs with a value of less than £5.00.

An annual participation fee of £100 is charged retrospectively on 31 January. This includes trading fees of up to £50 in the previous compliance year, A further £50 is waived if a participant has a current direct debit mandate and an accredited reprocessor or exporter participant completes the annual accredited reprocessor and exporter survey.

In 2007 there is a one-off participation fee for WENs of £1,000 which includes both trading and independent audit fees for one site.
